THE COLLEGE DISTRICT

HISTORY OF THE COLLEGE DISTRICT - Riverside Community College was founded in 1916 in response to a general petition of the electors. Originally affiliated with the Riverside Polytechnic High School District, the College served students from that district and shared a campus with the old Polytechnic High School.

On July 1, 1964, electors created a separate community college district under the direction of an independent Board of Trustees and terminated its affiliation with what is now the Riverside Unified School District. The legal entity that operates the College, officially known as Riverside Community College District, encompasses the Alvord, Corona/Norco, Jurupa, Moreno Valley, Riverside, and the Val Verde unified school districts.

On July 1, 1984, the College annexed the Corona/Norco Unified School District and on June 4, 1985, acquired 141 acres from the General Services Administration through the U.S. Department of Education. On March 16, 1987, the Robert P. Warmington Company donated 112 acres of privately-owned land to the District. Twenty more acres were added to the site in 1989,. March 13, 1991, the District opened the Norco and Moreno Valley campuses to students. In the year 2000 over 28,000 students attended classes at the three campuses. BOUNDARIES OF THE DISTRICT - Riverside Community College serves the cities of Riverside, Corona, Norco and Moreno Valley as well as the communities of Mira Loma, La Sierra, Rubidoux and Jurupa. The College holds classes at District campuses and other area sites. Although the District has specific geographic boundaries, students from any area may attend the College.

COLLEGE ORGANIZATION AND STAFF - The Board of Trustees, elected by the citizens of the District and entrusted with the overall guidance and direction of the District, delegates the daily operation and management of the College to the President. SHARED GOVERNANCE - Assembly Bill 1725 (Chapter 973, Statutes of 1938) enacted a new structure of community college governance ensuring faculty, staff and students the right to participate effectively in the College governance, to express their opinions at the campus level, and to ensure that these opinions are given reasonable consideration. In addition, the Academic Senate and the College Administration have reached agreement in a number of areas that specify the role of faculty in the decision-making process. Further agreements involving shared governance will continue to develop.

MISSION OF THE DISTRICT - The Riverside Community College District is accessible and comprehensive, committed to providing an affordable post-secondary education, including student services and community services, to a diverse student body. The District provides transfer programs paralleling the first two years of university offerings, pre-professional, career preparation, and occupational and technical programs leading to the associate of arts degree, the associate of science degree, and a variety of certificates. In the tradition of general education, the liberal arts and sciences and the occupational and technical programs and courses prepare students for intellectual and cultural awareness, critical and independent thought, and self-reliance. Consistent with its responsibility to assist those who can benefit from post-secondary education, the District provides pre-college, tutorial and supplemental instruction for under-prepared students. Through its three constituent colleges, Moreno Valley, Norco and Riverside City, the District works in partnership with other educational institutions, business, industry, and community groups to enhance the quality of life and the internal harmony of the communities it serves. The District serves Western Riverside County from three interrelated colleges in the cities of Riverside, Norco and Corona, and Moreno Valley. Adopted June 20, 2006

Moreno Valley Campus Mission Statement - Responsive to the educational needs of its region, Moreno Valley College offers academic programs and student support services which include baccalaureate transfer, professional, pre-professional, and pre-collegiate curricula for all who can benefit from them. Life-long learning opportunities are provided, especially, in health and public service preparation. Adopted June 20, 2006

Norco Campus Mission Statement - Today’s students, tomorrow’s leaders. Norco College, located in western Riverside County, provides a range of high quality educational programs, services, and learning environments that meet the needs of a diverse community. We equip our students with the academic and technological skills to attain their goals in higher, occupational, and continuing education, workforce development, and personal enrichment while they achieve established learning outcomes. Norco College fosters the development of technological programs to meet the needs of the growing business community. As a continuing process, we listen to our community and respond to its needs while engaging in self-examination and ongoing dialogue, planning, and improvement. Adopted June 20, 2006
