EMERGENCY PROCEDURES

On Moreno Valley and Norco Campuses – There is a designated emergency phone in the Student Services building with a direct connection to 911/College Safety and Police.

All-Hazards Emergency Procedures: Faculty should be familiar with the procedures outlined in the Multi-colored Emergency Guides located in each classroom.

Faculty should take their roll as Disaster Service Workers seriously, be prepared at home, participate in campus drills and emergency exercises and attend emergency management trainings.

Medical Emergencies - Faculty should be familiar with the emergency medical guide. It is available in each department office.

If the medical emergency is a result of an accident, instructors must complete an accident report form. These may be obtained in the department office or from the office of the Dean of Instruction. An accident form is filled out for each accident. The completed form should be given to the department chair, who will forward it to the office of the Dean of Instruction.

FIRST CLASS MEETING EMERGENCY PROTOCOL ANNOUNCEMENTS

Faculty are responsible for reviewing emergency procedures with all students. The following should be completed before and during each first class meeting.

Before class starts

  1. Take time to identify the evacuation plan for your classroom.
  2. Walk out to the evacuation site and decide where you will lead your class during an evacuation. Make sure it is clear of hazards (items that can fall, etc.)
  3. Identify the nearest fire extinguisher to your classroom.
  4. Select a method for taking roll every class (buddy system, sign-in sheet, verbal roll call, etc.)
  5. Visualize what you will do with your class during a fire, earthquake, active shooter event, etc.

First day of class

  1. Discuss with class that the first priority during a crisis situation is safety. RCCD takes all emergencies and emergency drills seriously and so should students and employees.
  2. Discuss and establish your method of taking roll. Let students know that it is critical to do this so you can account for them during an emergency.
  3. Discuss the evacuation plan with the class.
  4. Identify a back-up person to lead the group safely to the evacuation site, if you are not able to do so.
  5. Discuss the protocols for an earthquake (drop, cover and hold on). Let students know that if they can’t get under their desk, to take a book or other hard object to protect their neck and head.
  6. Discuss objects in the classroom that may be hazardous during an earthquake, which students should avoid (chemicals, large cabinets, Televisions mounted on ceilings, etc.)
  7. Discuss protocols for a fire – informing the students of where the nearest fire extinguisher can be found.
  8. Discuss protocols for an active shooter event. Let students know what they should do, what you will do. Have them identify things they can use to barricade the doors, and objects they might be able to use to defend themselves.
  9. As an instructor, observe the class to see if there are individuals who may need extra assistance during a crisis situation. If you identify individual(s) meet with them after class to discuss what they would like in terms of assistance during a crisis situation. Comply with their wishes (for example, if they would like someone assigned to assist them during an event, make sure it is someone they are comfortable with – meet with this individual and the person needing assistance during the next class session to outline a plan for different events.)

MANDATORY TRAINING FOR FULL-TIME FACULTY

NIMS = National Incident Management System
ICS = Incident Command System

According to Federal and State Mandates and the Guidelines developed by RCCD Cabinet – the following is mandated for Full-time faculty and and Other General Staff (listed as “General Personnel” on the Disaster Resistant California Community Colleges Training Matrix” located at http://www.rcc.edu/administration/emergencyPreparedness/files/DRCCCTrainingMatrix2009.pdf )

  1. Will participate in a 1-hour workshop delineating their role in a disaster and outlining their options for participating in their mandatory training as a disaster service worker if offered during the mandatory flex day.
  2. Can fulfill mandates by attending a 4-hour workshop with the Emergency Planning and Preparedness Coordinator to complete the three required training modules: SEMS Introduction; ICS 100 (ICS); and ICS 700(NIMS) (submitting their certificate of completion to the Emergency Planning and Preparedness Coordinator) or,
  3. Complete this training online at http://oes.rvcfire.org/Welcome.do and provide their certificates of completion to RCCD Police Chief by January 1, 2010.
  4. Will receive 4 hours of flex credit when the 4-hour training with the Emergency Planning and Preparedness Coordinator is completed AND the certificates submitted.
  5. Will participate in Golden Guardian/Great ShakeOut training at the level determined by campus leadership, and other scenario training provided in the District throughout the year.

SEMS/NIMS/ICS Face-To-Face Training

Face-to-Face training dates for mandatory training will be released via email to all RCCD staff and will also be posted on the RCCD website on the Emergency Preparedness page.

SEMS/NIMS/ICS Online Training

Directions:
  1. Enter the website EXACTLY as listed above. Under “Resources” in the left hand column, click on “SEMS Online Course”
  2. If you have already registered to access the SEMS/ICS/NIMS online training course, log in by entering your user id and password into the form on the left – go to #4
  3. If you are not registered, then click on the button in the bottom right that states “Register”
    1. Select a Username and Password – and write it at the bottom of this page and keep this for your records and complete the other information.
    2. Do NOT fill in the blank labeled “Employee ID #”
    3. Once you have completed the form, log into the system.
  4. If you wish, you can download the study guides by selecting the link in the left hand column that states “Downloadable SEMS Study Guides.”
  5. Take each section of the course (sections 1 – 5) by selecting the box at the top of the page which corresponds to the section you wish to complete. At the end of each section, take the section quiz.
  6. Once you have completed each five (5) sections and the quiz, you will need to take the last two assessments (SEMS Quiz 6 and Quiz 7 – the National Incident Management System Post test). You will find the icons to take these two assessments in the upper right hand corner of the screen on your main page.
  7. Once you have completed the course, download a copy of your certificate and or print it out. Keep a copy for yourself and send a copy of your certificate (either hardcopy or electronically) to Sherry Colgan Stone (contact information below)
