TEMPORARY/CASUAL LONG-TERM FACULTY ASSIGNMENT AGREEMENT

The practice of the Riverside Community College District is to process properly advertised recruitments for faculty positions according to Board of Trustee Policy 3099. The intention of this policy is to place faculty into tenure track positions. Circumstances may occur in which it becomes necessary to fill a faculty position on an interim basis. No temporary, non-tenure track faculty position will he offered until the following process has been completed. All faculty members hired by the Riverside Community College District must possess the minimum qualifications established by Education Code (Section 87357) or be certified to possess equivalent qualifications through a process established by the Academic Senate and the District Board in accordance with the Education Code (Section 87539b).

For the purposes of this process the term "interim faculty" will be understood to mean those faculty who have temporary, non-tenure track appointments to teaching assignments of length no longer than one academic year.

1. Position Identification

A. A vacancy is identified by the department chair and the appropriate Dean of Instruction is notified.

B. The Dean of Instruction notifies the Vice President of Academic Affairs that a vacancy exists.

C. The Vice President of Academic Affairs notifies the Academic Senate President that a vacancy exists and they jointly decide whether special circumstances warrant hiring temporary full-time faculty. These special circumstances include the following:

1. The area can be covered only by full-time faculty.
2. The position is to cover unexpected leave.
3. The position is for a visiting professor.
4. The program is under development.
5. A special affirmative action opportunity exists.
6. Time constraints do not permit a full recruitment.

2. Hiring Process

A. A three-person committee consisting of a Dean of Instruction, the department chair, and a faculty member from the appropriate discipline selected by the department chair will interview and select a candidate from the available pool. In the case where there is no remaining faculty member in the appropriate discipline, the department chair will select one faculty member from a related discipline. No one will be hired without this interview process.

B. The committee will forward the recommendation to the Vice President of Academic Affairs.

C. The Vice President of Academic Affairs will interview the recommended candidate and may offer him or her an interim employment agreement of no more than one academic year (contingent on Board of Trustee approval).

3. Review Process

A. As an on-going part of the process, the Academic Senate is aware of each individual appointment of interim faculty. At anytime, the President of the Academic Senate may discuss these issues with the Vice President of Academic Affairs.

B. Annually, a report will be presented to the Academic Senate on the appointment of interim faculty.
